Forty tools and a coin flip

An agent is given forty tools. Search, several databases, three calendars, a dozen internal APIs, each with a one-line description. On real tasks it picks the wrong tool about half the time. The builder blames the model. The model is doing its best with what it was handed. What is the actual fix? Fewer tools, better described, chosen per task. Tool descriptions are the interface the model reads, the same way a function signature is the interface a caller reads. Give it the five tools this task needs, with precise descriptions and examples of the arguments. Tool Use is an adapter pattern, and adapters are only as good as their contracts.
