When to stop revising

The loop works now. Draft, test, critique, revise. But one task never converges. Every revision fixes one test and breaks another. Ten minutes in, the bill is climbing and the agent is still going. The loop needs a rule for stopping. Which one? A retry budget. Three or five rounds, then stop and raise an error with the last critique attached. That is not giving up, it is failing loudly instead of silently burning money. A reflection loop without a cap is a while true. Bound it, log each round, and let a human see the ones that hit the limit.
