Someone asks the agent what to wear in Tokyo today. The model answers a light jacket. It sounds sure. It cannot possibly know, because the weather is not in its training data. The honest move is to call something that does know. Complete the call. Tool Use. The model decides it needs the weather, emits a call to get underscore weather with the city, and code makes the real request. The observation comes back, fifteen degrees and raining, and only then does the model answer. The model is the decision maker. The tool is the adapter to the world.
